If it's the "Sportsmen's Act of 2012" (SB S.3525) then the Republicans are absolutely right.
Of the 102 pages of the bill, the "more access to public lands" portion is 1 or 2 pages and doesn't guarantee anything. However, there are plenty of pages establishing new boards, and more importantly, extending a bunch of other programs for 4-5 years each.
You know, important programs: conservation funds for elephants, tigers, rhinos and great apes. One section even requires no less than 75% of all funds be spent outside the U.S. - I say 0% should be spent on other countries' programs, period.
The Senate needs to concentrate on passing a budget for once rather than trying to BS the public on nonsense like this; of course, the media are willing accomplices.

Well, I don't know. Here is the actual bill:

While it does have some good ideas, BMan is correct, it does spend a lot outside the US. My gut feeling is that on principle we need to stop spending, and that even means spending for what we might view as our own pet projects. And you can see what amounts to earmarks in it. A couple of million for Maryland, a couple of million for Louisiana, etc. But I can't say I trust anyone in Washington, least of all a democrat, to do something right without some hidden strings attached.
