Ran into a guy at Chuck Swan this past weekend, he had on an orange ball cap and a camo coat with an orange patch on the back only that measured 12" square! Is this Legal?

no. that is only 144 sq in. 500 is required and must be visible front and back. page 24 of the guide

It doesn't sound like it would be. The law requires 500 Sq. inches of the blaze orange including some on the head. What you described wouldn't come close to the required 500 sq".

You know it is funny the effort people go to. Instead of just paying $5 for a orange vest. I took my girls out to shoot there riffle yesterday and then go walk a trail in ceders to look for some signs. I stopped by Walmart got 4 orange caps $5 each and 4 Orange vest $5 each. Now $10 to protect your self and kids. That is less then the box of ammo.

SCN.....I thought it was not but, I also thought that orange needed to be on the front of your chest also! Your are right in saying,"that it would not come close to being 500 sq. inches." The patch on his back would have only beem 144 sq. inches plus whatever the cap totaled! Thanks, I'll continue with my orange vest and a orange ball cap or 'bogin ! Better safe than sorry!

What if you are wearing your vest, but have a backpack on? Will you still be legal? Or does the backpack need orange too?

IMO, legal. The law requires a person to wear the 500 sq" on upper body and head that is visible front and back. To me if the hat is visible from the back, I wouldn't consider writing a citation.

Just my opinion. The way the statute is written there is certainly some area open for interpretation. Having more orange than the hat visible from the rear is certainly a good idea whether required or not.
