Reopening a dried up creek.

We have this gully on my property that looks like a dried up creek. Today while doing some fencing, I decided to dig down and see if there is water. 1 ft down and the hole filled up. I dug 6 more holes through the bed and all 6 are now full they are anywhere from 1 foot to 2 foot deep.
If I get a backhoe and dig this thing out will it flow again? On the property viewer it looks like my place is technically the start of a long creek. I think it may have flowing at one point but dried up on my end many years ago.

Better watch out. The EPA thinks they own every piece of dirt in America, when it comes to water, anyway. I've read far too many stories of people making their properties better and the EPA comes in and makes them change it back. Do some research before you do anything.

I would highly recommend that you check with the local TDEC office in your area. You may be surprised what permits are required to do work, even on your own land.
