It is my understanding that you cannot kill a doe during rifle season without a Type 094 license. Is this correct, and is this law new?
On opening day of rifle season 2011, I killed a doe with only Hunting and Fishing Combo and Big Game licenses. No one mentioned anything about a Type 094 license at the check in station. I believe I was covered under the landowner exemption, but no one asked for that information either.
Before I shoot any does in 2012 (that are not on my property), I just wanted to clarify that I will need a Type 094 license to do so.

Yes, you will need the type 094.
Here's a quote on this subject from scn, one of the TWRA guys:
A type 94 permit is not required in the M/A season to take antlerless deer. It is required to take antlerless deer in the Special Season hunts that begin when the G/M/A season opens on Sat. Those hunts are open the entire season in Unit L, and are varying lengths in the other units. They are not open in all counties, so you need to check the list on page 26 of the HG.
