Not twra, but sounds like you need to talk to the authorities that deal with domesticated animals. Call the sheriff or animal control. I talked to my sheriff and he helped me. Problem solved.

Youve gotta take the bad with the good while hunting. You might not have even seen that buck if those dogs had'nt been after him. If you shot every dog that would chase a deer they would probably be on the endangered species list.

I'll apologise to the landowner and even take a butt chewing for my dogs. I try my best to keep my dogs off the wrong property but it happens. If you shoot my dog you'll pay for it and there not cheep!!!!!!!!!!!!!!!!!!

First off I have electric shock collars to correct my dogs from doing bad things such as but, not limited to, excessive barking, getting into garbage, chasing livestock and off game such as deer. So, at my house my dogs know that if they are caught chasing a deer they get a spanking... correction.
Now, I live in the country on 100 acres that my wife and I farm. We could sell our farm and move to a subdivision and live nice..under the rules and guidelines set forth by the subdivision H.O.A. but, we live differently. We don't bother anyone unless they bother us and if we or our animals or livestock do so, we will do our best to correct the problem.
I know that not everyone is as fortunate as we are to live where and how we do but, don't leave your subdivision home where these "rules" are the "norm" and come to the country where we live, work, hunt and play and expect us to adhere to your city living life. Dogs chase animals because, that is what they are wired to do and it's not the animals fault.
To me, a dog or person going through the woods is simply something that gets the game up and moving. No, you can not shoot the deer being chased by the dogs but, eventually that deer WILL come back home.
With todays new GPS systems I can watch every move that my dogs make and I can tell when they stop moving. If I just heard a shot and my dog stops moving you can bet I will be there in a heart beat and you can also bet it won't be a pretty conversation that we will have while waiting on the TWRA and police to get there. As far as the "S.S.S." goes you better dig really fast and I don't know many hunters that carry a shovel with them to the deer stand. The fines can be pretty steep for shooting a persons dogs, hunting dogs or not.
Shooting the dog will not solve the problem as you see it.

If you shot every dog that would chase a deer they would probably be on the endangered species list. Nah, they have plenty at the Animal Shelters !

To whom it concerns, If you let your dogs intentionally run loose in the woods off of your own property during hunting season then you really don't give two sh!ts about your pets. You are a selfish human being in many ways (not only to your fellow man but to your pets) if this is how you operate and you think it is acceptable.
Pets, I agree with. But bear, coon, Rabbit, squirrel, coyote, quall and Grouse season are all open during deer season. So are you saying we should just not hunt?

Of course not. You have every right to be out there as much as the deer hunter. I love to Grouse hunt myself. But, you would agree there is a difference between the English Setter and the ankle biter or random mutt next door.
