When transporting a rifle, does it have to be in a hard case?

With the possible exception of LBL, I am not aware of any requirements in TN that firearms have to be cased.
They must be unloaded, including the magazine, while being transported on a WMA or PHA.

I have read that firearms (rifles, shotguns) must be cased while being transported from truck to boat on TVA ramps.
Also, I am confused. It is legal for a handgun permit holder to carry a loaded handgun on a WMA but a rifle or shotgun must be unloaded including magazine.
As a law abiding carry permit holder, my objective is not to argue a point, but to ask for clarification. The following is directly from the TN.GOV website. Link listed at end of post.
Public Chapter 431 – Loaded Rifles and Shotguns in Vehicles – This act allows a person with a handgun carry permit to possess a loaded rifle or loaded shotgun in a privately owned vehicle. The act provides that the weapon cannot have ammunition in the chamber except in the case that an individual permit holder feels physically threatened.

There can be a differnece in state and federal (TVA) regulations. If that signage is posted by TVA, that is what I would go by if it is their ramp on their federal land.
