I am taking a guy trout fishing on the Clinch River next week that is from the Ukraine. How do I go about getting him a license?

It takes overriding the system for the vendor to sell the license. Rather than fooling with WalMart, give our license sales office a call at (615) 781-6585 and let them do it for you.
