Page 8 of the HG gives you all the age 65 licenses. There are a couyple that meet your description.
You can access the Hunting Guide off of the TWRA website.

My dad has the restricted life time license , he is over 65 , does he still have to buy the type 94 doe permit ?

If he does not have the Type 405 Lifetime then he will need the Type 94.

Just get the all-inclusive lifetime license for $270 once you turn 65.

There is not a different regular sportsman's licence for over 65.
One option it the type 405 Lifetime Sportsman license at $270.
The type 166 is a permanent senior citizen license at $11 that covers all licenses but no permits or quota draws.
To that permanent license you can get an annual senior citizen Permit, type 167, that covers all nonquota permits and allows the person to put in for quota draws for no additional fees.
