Catoosa hog control question for TWRA.

Yesterday I heard from a pretty reliable source that feed was being put out for hogs to make them sterile. The gentleman told me that other animals such as deer were also consuming the product and becoming sterile as well. This seems farfetched and unlikely but the guy was convinced it was the truth and said its what's been causing the decrease in Catoosa's numbers.
Seriously, is there any truth to it?
