They are legal to drive on the road if they meet the requirements set forth and are on a road/street with a posted speed limit that meets the set forth requirements.

Depends on where you live... they are certainly legal on roads in many parts of the US (mostly out west)

Some may be ordered with the options installed from the factory or you can order the parts yourself and install them....

If I remember, it was headlights, taillights, turn signals, and windshield required.... not sure about seatbelts.... and meet the speed requirements.

I know you can buy the parts but how do you tag an off road vehicle? The ones I've seen around here were ether tagged as a medium speed vehicle or a motorcycle. Nether of those licensing requirements were meet by the vehicles and they had all the safety and equipment required. They just don't fit into those categories

You can modify them to meet the requirements of "low speed vehicles". However, the modifications are lengthy, and then the roads you can drive them on are also limited. here is the rule.

I cannot imagine anyone modifying a side-by-side, or any other 4 wheeler, to run with a max speed between 20 and 25 MPH.

i heard that the city of etowah passed a law to allow them inside city limits where the posted speed limit is low .. i do see alot of them on the road out there

I can't imagine anyone doing that ether. Unfortunatly no one inspects the vehicle before it's registered. They just sign the waiver and go. I bet a windshield to meet 49 CFR 571.205 would be hard to find also.
