Will I be in any trouble if I carry a muzzleloader with no percussion cap across a safety zone to reach the back side of hunt-able land? This is public land that's relatively close to a ranger station/picnic area, so I understand the reason for the sign. I am trying to get into some big timber at the back of the property without using chest waders
I understand that I can't "hunt" it, but does taking the cap off the gun keep me in the clear while I walk across?

That is correct for transporting in a vehicle on a WMA.
It doesn't address the very broad definition of hunting and how it might apply to hunting in a safety zone. The safest bet is to talk with the Area Manager.
