I would get in touch with the Area Manager who will be doing the enforcement of such zone and get it from him.

According to the hunt regs if not capped its considered not loaded.

According to the hunt regs if not capped its considered not loaded.
That is correct for transporting in a vehicle on a WMA.
It doesn't address the very broad definition of hunting and how it might apply to hunting in a safety zone. The safest bet is to talk with the Area Manager.
