Sorry Chris, but you are incorrect. Tennessee's "leash law" does not apply to dog's "on a hunt or chase".
The "hunters" are trespassing. Leash Law/Off-Leash Areas Sec. 6-32. Animals at large.
(a) No person owning or having possession, charge, care, custody or control of any animal shall cause, permit or allow the animal to stray or in any manner to run at large in or upon any public street, sidewalk or park or upon the property of another. (b) Every person owning or having possession, charge, care, custody or control of any animal shall keep such animal exclusively upon his own premises; provided, however, that such animal may be off such premises if it is under the direct control of a competent person. (c) This section shall not apply to a dog on a hunt or chase, nor a dog guarding or driving stock. This section shall not apply to any animal participating in an organized animal show. Wow guess you are right, but I do remember they is a law that deals with them.
If I remember correctly, if the hunter and his dogs are tresspassing, it is a totally different set of tresspass laws being violated that the TWRA enforces, just can't find the TCA, maybe SCN knows?

It is the statute on hunting without permission. I don't have access to the TVA number tonight due to my iPhone and in and out cell service.

The statute is TCA 70-4-106, which I pasted the first part below. It is the humans in violation, not the dogs.
70-4-106. Permission of owner of land to take wildlife or big game required Penalty for violations.
(a) (1) It is unlawful for any person to hunt, take, chase, trap or kill any wild animal, wild bird, wild fowl or fish, upon the land of another without having first obtained the permission or approval of the owners of the land, or of the person or persons in charge of the land and having authority from the owner to give such permission.

Call the adjoining landowner and explain the problem. Most rabbit hunters, including myself are good people and will most definately want to be good neighbors.
Most of us do everything in our power to keep our dogs where they are supposed to be. Every now and then it happens the other way.
Now, if you are dealing with idiots, throw my advice out the window. If you are dealing with the majority of rabbit hunters, your problem can be fixed.

Isn't a dog on your property, that you don't recognize, and does not have a collar on, properly identified as a coyote?
If so, can't it be treated as such?

It could turn out to be a very expensive coyote if you illegally shot it.
