I have a friend who just moved to TN and wants to get his license. They are coming from a jobless situation so money is tight. Does he have to have a TN DL License or I'D to purchase his license or can he have utility bills with current address in his name? Or is he stuck paying out of state cost?

I'm not exactly sure what is required. Call our licensing division on Monday at (615) 781-6585.

He must be a resident of TN for 90 days before he can legally purchase a resident license.

and the fact is if he is a res for 90 days and he drives he by law needs a tn dl
New residents or those returning to Tennessee and holding a driver license from another state must obtain a Tennessee driver license no later than thirty (30) days after establishing residency. New residents will need to go to any of our full-service driver service centers that are located throughout the state. New residents holding a valid learner's permit from another state must meet separate requirements to obtain a Tennessee learner permit or driver license.
