Couple of things I can think of... My dad got a Simmons from sportsmansguide a while back that did the same thing (hit the ground at 60ish yards). Try a good known scope. Is the scope mount an ATI mount? Those things can be mounted wierd if youre not careful. One thing you can do and it's a little involved is to center the crosshairs in the scope by making a little "V" jig then bore sighting to see how far off the mount is to the bore. May have to do some adjusting to get the mount as close to bore as possible. Google the V jig. Super easy to make.

I would lend him a rifle if he was hunting with me,,sounds like the mount is not pointed straight,,but could be the scope,too late in the game to fool with all that now,,
