I used a measure to "measure" out 100 grains of tripple 7. Weighed it on my scales then weigh all my charges acordingly. And yes a "measure" of 100 grains of tripple 7 will "weigh" less than 100 grains.

A grain is a unit of weight not volume. There are 7000 grains to the pound and 27.5 grains to a dram. Most all the powder measures used in muzzle loading are based on black powder equivalent volumetric loads. In spite of what your measure reads, the only way to be sure of the actual grains is to weigh your charge.
My old powder measure when set at the 100 grain mark will throw 105 grs of Swiss 3fg, 97.5 grs of Goex 3fg, and 93 grs of Goex 2fg. I weighed some loose Triple 7 2fg one time and got about 74 grs actual with this same setting.

I'm still shooting the same amount of powder as I was before (105 based on a volume measurement). We just tested the weight of 20 volume measurements and came up with the exact average (78.7) and now we just pre-measure a bunch of loads that are exactly 78.7 grains weighed.
I appreciate the answers. I definitely learned something.

I use a volume measure when out shooting or hunting small game. I weigh all my deer loads and blackpowder cartridge loads.
