At age 10 she is required to have hunter safety unless hunting on land where she qualifies for the landowner exemption.
You can cover the hunter safety with the purchase of the Apprentice License. That gives her an exemption from the HS requirements for one year from date of purchase. It also requires her to be acompanied by an adult 21 or older who meets the HS requirements and who remains in position to take immediate control of the hunting weapon.
