Age limits for Apprentice License?

A 22 year old friend of mine whose never hunted wanted to start but couldn't find a Hunter Safety Course soon enough to let him hunt. When he went to inquire about an apprentice license the clerk told him that was for people 12-16 and that he was too old to get one.
Is this correct? He wants to take the course but is working 60 hrs a week right now.
As a follow up. Is the apprentice license good for a 12 month period or does it expire at the end of February?

there is no age limit it is available to all hunter 10 years old or older and it is good for 12 months from the date of purchase

Thanks TONS. My poor friend was psyched out about it and was afraid he was just OUT OF LUCK!
