he can shoot them when he sees them but if he want to let others kill them he need an exemption permit

No exemption is required for landowners to shoot hogs during the day 365 days a year without limit. However, an exemption is good idea for him if he needs to try another method (i.e., trap with bait during big game seasons or shooting over bait).
