There is a road named Coffey Farm Rd that goes into Hatchie. Is this a private road? And is it legal for the land owner to charge people 100 dollars access? Wouldn't that make it a toll road?
We were told about this by a game warden. but we were stopped by a person today Sunday Oct & 2012 by a person who told us this. We called called the owner and he told us about the hundred dollar access fee. I just want to find if this is legal for him to do or if the road is a county road. either way charging 100 bucks is robbery.

if it is a private road then yes he can block the access, simply because there are other access roads

Looking at the map, it looks like it is all field roads that would access the refuge. I would imagine that, being farm roads, they are all private and privately maintained. If he doesn't want you to drive down his field roads, which I wouldn't blame him, I don't think there is much you can do about it. $100 is ridiculously high especially given that fact that you can walk to that area that his property borders anyway. Also, someone has a couple of permanent ladder stands back there which are against the refuge rules. By the looks of it, they access the refuge from his property.

if the county maintains the road, it is public. if it is public, he can not block access....
I have hunted down there and never had anyone try to charge me an access fee.....
Actually, I have never heard of this in all my years of hunting the refuge....
