Will this frost hurt or prevent the brassica and oats from continuing to grow after this cold front? I know the deer like them better after a couple frosts but my brassica haven't got to the size I was hoping for before we got a frost.

No, both brassicas and cereal grains are cold tolerant. At least, to a point. Single digit temps can freeze them back or stop growth.
