if a scope is set, is it set for anyone? should anyone be able to pick a gun up and hit with it?

i know i can set one and my dad has a hard time hitting with it like i do and he's a good shot

For normal hunting ranges and deer hunting accuracy, yes.

In my experience it is usually very close. Like others have said if the other shooter "looks" through the scope the same as you it will be close if not spot on. For benchrest or competition I would think not.
Only way to tell is for the other shooter to shoot and then see.
I zero all my rifles myself and the wife, daughter and grandson, all shoot to almost the same point.

My dad is a lefty and shoots close to what I do. It all depends on the shooter and how they shoulder the rifle as well as where they rest their cheek. Even the same shooter can shoot different at longer distances on different days if they don't have the right muscle memory.

i dont understand, if the crosshairs are set to hit a certain spot and another person puts the crosshairs on the bullseye it should hit it no matter how the they hold the gun, atleast i would think.

With a modern opticaolly centered scope it will, in theory.
Some of the difference comes with the hold of the rifle and how it affects recoil. Most of the difference will come from the trigger pull. Some people can't help but to torque the gun when they pull the trigger. At shorter ranges, they can compensate for it. The tell will come when distance increases. I've seen many people who are excellent shots at 100 but can't hit the side of a barn from 300.

The shooter's eye is what lines up the crosshairs with the target. If your eye isn't in the same place every time, the crosshairs do not line up the same every time.
To see it, look through the scope, line up the crosshairs, and move your head without moving the rifle.
