Yes you can use a rifle scope on a M/L. On some scopes sold as M/L or shotgun scopes the paralax is adjusted down to 50 yards.

I could be wrong but I believe most Muzzleloader scopes have a little more eye relief .

The difference?
A whole bunch of marketing B.S. They just want you to think you have to have it. Maybe there are M/L scopes out there that offer more eye relief, but there are rifle scopes that claim to offer that as well, and that is an individual thing in my opinion that will vary person to person anyway.
A good quality rifle scope will perform just fine.

I've got a old Simmons on my M/L because it was the only scope I had that I wasn't using at the time. Its been good for about 12 years now.

There's probably a difference in the ballistic plex models that base the spacing on the average drop of a muzzleloader rather than using rifle ballistics

Shorter parallax and different yardarge on compensating reticles. Probably mostly marketing.
