My dad bought a type 166 license and he hunts in unit L. Can someone tell me why he has to buy a type 91 to be able to kill the 3 does a day. That's the unit daily bag limit?

The antlerless deer during the gun/m/a season are part of the special season nonquota hunts. A type 94 PERMIT (or coverage under annual or Lifetime Sportsman licenses) is required for all participants.
Your father's type 166 license covers him for all LICENSES, but does not cover any PERMITS.

166 Permanent Senior Citizen Hunt/Fish/Trap Available at all license agents and can only be purchased when the 65th birthday is reached. A valid Tennessee driver's license or proof of age and residency is required. No supplemental licenses are required, but special season and WMA permits will need to be purchased in addition to this license. Fees apply when applying for quota hunt permits and "leftover" permits.
094 Special Season/WMA Nonquota Big Game Valid for all County Special Season non-quota and WMA non-quota big game hunts, including Cherokee.

My dad is 73 years old and the lady at region office said that in order for him to shoot does during the gun season he had to but a type 94 license to go along with his type 166. He's hunting in unit "L" where the daily bag limit is 3 does per day and 1 buck per day not to exceed 3 for the year.

That is why there is an (*) beside the 3/day with an explanation right under it on the required permit.
