Feral Hog Hunting in Overton County?

Hey guys,
I am sure this question has been addressed before. However, I was looking at TWRA website which states that each landowner can designate 10 hog hunters. I also saw some bills/legislation that said Overton County is exempt from this rule. Did these bills ever get passed?
I was wanting to join a hunting club and assist in the hog control, but want to make sure that it is legal before I do. I would not be one of the ten selected hunters. I would most likely be one of many in Overton.

We had a lease in overton for hog hunting. When we contacted the TWRA they said we needed the hog exemption. We could only put 10 on there...
