Ruger/Larue Arrow conversion legal ?

Need help in winning a bet. Larue Tactical came out with a Ruger 10-22 arrow conversion. It uses a 22 cal. blank to fire an arrow/bolt. It can be seem at the link below. Would this be legal for archery or any other season in Tn ?
