Landowner/Leaseholder Permission

I have a family member who leases several farms for hunting. He is going to allow me to hunt on them this year.
I want to be legal and carry a permission card. However, I do not know any of the landowners. Can a leaseholder sign the permission card since he has the exclusive hunting rights?
