Progressives are nothing but con artists and thieves draped in PR.
The hole (spelling intentional) CRA scam worked like this.
Progressive elite figured out that the poor would be easy to fleece. With little resources, and less financial education, they could easily be manipulated.
The evil progressives used the CRA to get rich and screw the blacks in the bargain. (Remember that most progressives are socialists. Socialists have a rich and bloody history of racism and genocide)
So Carter pushes CRA and starts slowly fleecing the poor, primarily blacks. Not good enough. Poor don't have enough money and not enough are being taken advantage of ... um er.... helped.
Enter Obumbla, Clinton, Bawney Franks, and the other Socialist con men in the 90's. Banks were still reluctant to take losses on bad loans so they were granted the ability to create Mortgage backed securities and derivatives. Add in the class action lawsuits and pressure for Fanny and Freddy to buy up all the crap mortgages and it was Wide OPEN! Now any poor person could buy a house and the Taxpayers would pick up the tab for any bad loans! Even cooler.... The banks could sell those derivatives to the rest of the suckas through their retirement accounts and they wouldn't even know it!

Kaaaaaablooomp. The bubble popped and now who is hosed and who is rich.
THE HOSED. 1. Poor. What little savings you had went into your house and now your credit is trashed, savings is gone, and you are back in rentals or gubment housing. You are probably still trying to figure out what happened years later. Your hope is crushed and you are angry. (that anger is another opportunity for slimy race baiting politicians )
2. Citizens. Thanks to TARP, Fanny, Freddy, Bailouts galore, we are stuck with TRILLIONS in debt and obligations. The banks made a pile of dough and we got stuck with the trash. The housing market is still sucking wind and confidence is low. Elderly who were counting on the value of their houses to be their retirement nest egg have lost a large % of value.
3. Investors. Those who bought into the hype, and those who have retirement accounts and pensions that invest in the market got hammered too. Derivatives were included as a piece of many retirement funds and mutual funds. For a short time, they inflated the growth of those funds. IF you got out before the crash you made money, if not you got crushed.
WHO Made out. 1. Politicians. Many got the PR bump of claiming to "do something" to "help" the poor, Then played the race card by claiming to "help minorities". When the crash came, they pointed fingers then grabbed more power under the guise of "crisis". Since they are immune from insider trading violations, many made insane profits passing legislation benefiting their stocks/bonds. They were also able to sell, or short their investments containing the Mortgage backed securities and derivatives to their advantage. Now they are playing the race card again to maintain power and wage class warfare.
2. Banks Banks make money in 2 ways.
The first is like the meter on a gas pump. As money moves through the system, they get a little % of the transactions based on the flow of money through fees.
The second is on investments. Banks made enormous amounts of money on derivatives, loan origination fees, margin on selling mortgages, and interest on loans.
The banks that didn't get out in time, or were left holding too much, got bailouts from taxpayers instead of going bankrupt.
All this disaster came from a "good idea" to "help" the poor. When you look at the corruption and results, it should be obvious that the government should NEVER have been involved.
