I know on the public lakes it's illegal to shoot while working a dog before season. My question, is it the same laws for the river the Cumberland to be exact? Can I take my dog to a safe spot on the Cumberland river and shoot while working my dog before early goose gets here?

Shoot what?
If you are talking shooting blank shells while your dog does retrieves I can't see an issue on any lake unless it is in a WMA where weapons in closed season are prohibited.
I'd need a lot more details to your question to even attempt to answer it.

I have a bunch of old 3 inch steel shot that's been sitting around for a while since I only been shooting 3.5 hunting anymore so I was going to use them up shooting over my retriever while making retrieves so he gets use to working from the boat. The lakes i was referring to was priest and hickory being illegal as their the closest lakes to me. The Cumberland is my next best option.

There probably are some sections of Priest that are not within the confines of the WMA where that would be legal. And, the Cumberland outside of Metro Nashville should be OK as well.
In all cases you can't be shooting in a reckless and negligent manner, and you have to be at least 100 yds from a visible dwelling house.
To avoid any confrontations betweed any law enforcement or people in the area it probably would be better to keep those shells for "cripple" shells and use blanks for your dog training.
