you are correct. best thing is to keep a magnesium fire bar on your keychain or always on you.
getting the right tinder is the key to starting a fire. the smaller the better to catch a spark.

yeah but a firestarter is not allowed under the situation presented onle a .22 and ammo,a knife and a cup

It does blow it everywhere, but if you have a backstop and keep your gun at the right distance away, it will work. It took a while, but i did do it once.
If i only had a few shells, i would probably not try this method.

find a blowdown tree and pile brush on top of it. easiest fastest shelter besides a cave or rock overhang.

30 days could make improvements on it. make a raised bed out of saplings. construct an a frame type shelter. first night main thing is cover . then you can work to improve the shelter. I wouldn't try to construct some elaborate shelter the very first night. cover and fire would be my main priority the first night.
