It's not photoshopped, but I find it almost impossible to believe. It would not be uncommon for some strands of beard to be severed by shot, and pulled through to the point of giving an illusion of a 21" beard. I am not saying the hunter is lying either, because I had one years ago that had that happen, and it was difficult to tell that the strand had been severed until I really pulled on it to make sure, and found it was actually loose strands. The beard measured 10" for the record.
Anything is possible, but there is a reason there has only been one offically measured beard around that length.
