Depends on the range of the doves. My typical dove gun has improved cylinder on top and modified on bottom. If I'm using a pump or semi-auto I carry modified, improved and skeet chokes and change depending on how the majority of birds are flying.

I'd go modified if I had to pick only one.

I start out with modified and change to improved if needed, which is hardly ever.

I hate walking all the way across a field to get a wounded dove.. I normally shoot a mod or full.. for years I shot skeet or improved choke, but the last few years i only shoot the tighter chokes.. when you hitem they fold up..

Light mod is the most open choke I ever shoot for doves, and even then 90% of the time modified is in my gun. Improved mod or full can help you out on late season birds that come in very high or if you are in a field with few hunters and you need to cover the gaps. You didnt ask about shot size, but 7.5s are all you need, preferably magnum (hard) shot.
