I think dang near every team does it
The main thing here is that the coaches knew about it and the defensive coach even put money in the pot...AND, most importantly, the NFL found out and told them to stop. They ignored the NFL......
I'm sure that most teams do something like this, except that it's between the individual players. When the coaches get involved (like Buddy Ryan, back in the day), that's a totally different animal...imo.
Also, when you INTEND to hurt someone, even in sports, that can be taken as far as the criminal courts.....

BH, I would think it would be hard for criminal charges to be had, as the NFL has a lot of pull, and lawyers.
