Not many people seem to be aware of it, but this program exists: http://www.odcmp.co/
I believe it was set up during the Cold War as a way to have a armed population. These days, they sort of disguise it from the antis/liberals as a "pro veterans" organization.
CMP RIFLE SALES. The federal law that established the CMP authorizes it to sell surplus military .22 rimfire and .30 cal. rifles and ammunition to qualified U. S. citizens who are members of gun clubs affiliated with the CMP. All purchasers must provide proof of having received gun safety or marksmanship training and pass an FBI NICS check. The principal rifles sold through this program have been WWII era M1 Garand rifles and WWI era M1903 rifles. The law mandates that proceeds from these sales may be used only to support the Civilian Marksmanship Program. Each year since its establishment in 1996, the CMP has produced an excess of revenues over expenses to fund its firearm safety, marksmanship training and competition programs and an endowment that will support future programs.
What does this mean for you? If you belong to a gun range which is affiliated ( List of them here) with the CMP, you show competency with a firearm (which a HCP achieves) and your application/background check is approved, you can purchase a WWII surplus M1 Garand from the government for $400 and they will ship it direct to your door step, no FFL transfer. Or, you can drive to their warehouse in Anniston AL and select your own M1 Garand. How cool is that? Those things usually go for $1100 at guns shows.

BTW, anyone ever used a M1 Garand aka "Kraut Killer" for deer hunting?

BTW, found this cool website featuring parts for M1 Garands: http://fulton-armory.com/index.aspx
They are selling the rifles starting at $1500.
Anyway, I did the math, and I could join SSA shooting range in Lakeland for $600 (1 year membership) and then purchase a M1 Grand from the CMP for $400 and still spend less than buying one for a excellent deal at a gun show.
