If they were piled up next to the road I would think they thought it was storm damage trash to be picked up? I know there is all kinds of limbs and trees here where I live that people have piled up next to the road for the city and county to clean up.

Reminds me of the story about the guy that put an appliance out at the curb with a sign on that said "Free". It sat for three days and he then put a new sign on it that said "$50". It was stolen that night.

I'm composing the letter to the county mayor this morning -
The county had not, by their own admission, been on that road for over 10 years, and these clearly had been dead for some time and not a result of storms - lined up neatly along the right of way 'drying' so I could use them to build a shed -
we'll see what they say/do after the letter -
