Is the TWRA legal? Sunset?

Just wondering what anyone knows and wonder if this is what all the ruckus is about? From what I have heard our laws (including laws made by the TWRA) are supposed to go through our state legislature, and if they do not, then they are not criminally enforceable. (I am not looking for a way to break any laws in ANYWAY, I always have and always follow game laws). I am wondering if this is the reason for the sunset because I cannot find anywhere on the state legislature website where any game laws have been passed. Just wondering. I do not know what opinions or thoughts I have about this either, but just wondering how the system is supposed to work?

TWRA does not make laws.
