Multiple scrapes under a single tree aren't that unusual. I've seen it before and once under a huge red oak that I was perched in I had 7 bucks at the same time under me scraping and working licking branches. The "AREA" you describe sounds good especially if there is some pressure put on these deer in the surrounding areas. That edge is possibly a travel area for cruising bucks. Once they're pushed into the thickets you may catch them moving along that edge or even running does in and out of the thick stuff along the edge. Play the wind right and you'll probably see something. I wouldn't neccessarily concentrate on sitting over the scrapes but they do show buck activity in that area. If they're scraping heavily now it's just a matter of time before they begin their daylight moving looking for receptive does. Time your hunts to match that time frame and have fun.

But, these scrapes are 10 yards apart and one oak sapling in particular has three licking branches and there are 3 hot scrapes around the same tree.
is this some sort of "sign post" scrape?
Traditional scrape. My favorite place for a trail-cam.
