.....again why we (Tennessee) reduced our buck limit from 11 annually?

I was at the TWRC meeting when that was done. It seemed to me that there was an orchestrated effort by several clubs and individuals (mostly from what later became unit L) that were really pushing the 2 buck limit at that time. The wildlife biologist that were at that meeting were in favor of reducing the limit but no one seemed to be able to give a sound biological reason for doing it. The outcome was a three buck limit.
In my opinion the reduction in the buck limit was already determined before there was any public input on it much like the reduction in the archery bear season this year.

I think in either case (and I've hunted with both limits), I feel that most hunters won't take more than 2 or 3 bucks anyway and some are fine with at least one.

Because in 1997 (I believe) 95 percent of the harvested bucks aged by twra were yearlings.
