Another season is just around the corner. Here is some info:
"LBL Quota Deer Hunt Applications Available Online July 1
GOLDEN POND, KY - Applications for 2010 Quota Deer Hunts at Land Between The Lakes (LBL) National Recreation Area may be submitted from July 1 through July 31 going online at http://www.LBL.org. The application fee will be $5. After applying, applicants can enter the website with their user name and password around mid-August to see if they were drawn.
Deer harvested on LBL are bonus deer and do not count toward statewide bag limits. All quota hunt permits will be either-sex permits, and there is an LBL-wide one (1) antlered buck limit.
Land Between The Lakes is managed by the Forest Service, U.S. Department of Agriculture, in partnership with "Friends of LBL", to provide public lands outdoor recreation and environmental education. We encourage visitors to review our website at http://www.lbl.org each season, and throughout the season, for our Calendar of Events, updates on programs and policies, and temporary trail and road closures. How long can one expect before they are drawn?
For me it's been on my 3rd try. I haven't heard of too many people going more than 3 tries but I have heard of some going less than 3. I guess the average is 3.

I'd say VERY few if any are getting drawn within 2 years. I've put in every year since the mid-90s and have hunted exactly every 3rd year.
