I have and my buddy has too. We were at the fort and let a nice 2.5year old 8 point walk and 10mins. later BOOM! On our way out we stopped and talked to the guy that shot it. He told him we let it walked and he laughed at us and said "you get the shakes"! The look on his face was priceless when we said that's the smallest buck I've seen in here!

I saw it happen one time. heard what i believe to be the case several times.
Actually, on Chaney one year it happened.
Myself and one other hunter was hunting the same area because of high water (what we call Sand Ridge). It was during the rut and I saw several young bucks chasing a doe through the water.
One buck, a nice "up and coming seven pointer" walked by me and I grunted at him and he came back to me and walked right under me and off toward the other hunter. I guess you could say that I contributed to his death because he may have indeed walked off the other way if I had not brought him back with the grunt.
Within the next 15-20 minutes, the other hunter shot. I gave him about half hour and then got down and started that way. The water was coming up even more and so I decided we had best get out and we BARELY did.......seriously.
It was indeed the same deer, a very pretty young buck that may indeed have been a GOOD UN in a couple of years! Good mass and tine length for such a young fella.
The thing about it was, while talking to the other hunter as we loaded up his deer, he told me that it was his first ever buck on Chaney and he couldn't have been any more prouder......to my knowledge he has not killed another buck since.....
I've seen more than a few bucks hanging from the meat pole at Chaney that I let walk before, but that's my choice.

Ok, let me rephrase the question: Who has proof that the neighbor shot the buck that you let pass? I still have.

I can't say for sure that I ever have... Altho it is the first thing that usually comes to mind. I guess that is just our human nature. I was watching two small bucks one time on my property that I was not going to shoot (muzzle loader hunt). They were just about thirty yards directly in front of me and had been watching them for about 30 minutes. A truck slowed down on the county rd about 80 yards away and dropped one of em right in front of me!..

Over half the young, small bucks that showed up in camp on my former lease I had seen or let walk. After several years of this I jumped ship and joined a club where everyone was required to pass on these caliber of bucks.

Not only that...but I've shot one and then have someone else shoot it before I could get to it! More than once....
