Seems like I remember hearing that if there is a genetic issue where the female deer ends up with antlers, she never loses the the velvet off the antlers.
Numerous reasons exist for a doe growing antlers, from hormonal production problems to hermaphroditism. Each "cause" will produce a different antler type. Some grow new antlers every year just like a buck while others become "cactus racks"--grow the same set of antlers for life and the antlers never lose their velvet (never die or become hardened).

#1- I scored a doe in IL some years ago that made P&Y. She had hard antlers and we did a necropsy to confirm her sex. I believe the score was in the 140's.
#2- Many years ago at Cheatham WMA I killed a big spike that had both make and female organs and this was also confirmed through necropsy. As far as I know...and I may well be wrong, they do not shed their antlers but they do shed the velvet. Since they have no testicles, there should be no velvet.
#3- I knew a girl in college who I am pretty sure had hard antlers. In really cold weather, my danglies tend to draw up inside my body. It also happens when I get shot at.
