As BigGameGuy pointed out in another thread, "Why poll on something for which we already know the answer?". Good point.
I think TWRA already knows that most deer hunters, given a choice, prefer the statewide buck limit to be more than one, but less than five. But, how many "don't really care" whether it is 2, 3, or 4?
So just how really meaningful are the results of the poll if most of the respondents "don't really care" whether the buck limit is 2, 3, or 4? And to what extent should wildlife professionals allow polling (of the less knowledgeable) dictate deer management? If it's just a matter of polling what the hunters want, then why would we need any leadership from the TWRA? Obviously, we need some balance of both what the hunters "want", and what's the best management of the resources.
Sometimes the answers on a scientifically valid poll become rather irrelevant when certain questions aren't asked, or too little information is provided regarding the choices given. And sometimes we hunters may misunderstand the real purpose of the poll. Has the UT poll been more to see what "informed" hunters prefer, or more to see how "uniformed" are most hunters?
Concerning the issue of statewide buck limits, why not have something like the below choices:
But prior to providing choices, provide a paragraph or two explaining the biological/management/hunter advantages and disadvantages of each choice. Include the prior year's annual hunter success rate, and point out such things as "practical" limits of most deer hunters being far below most legal limits, i.e. such as 3 doe a day in Unit L x months of days to hunt. Include the merits of more natural buck:doe ratios and improving buck age structures, all of which are effected by annual buck limits and antlerless deer hunting opportunities.
A) --- 2-buck limit with increased antlerless deer hunting opportunities
B) --- 3-buck limit with antlerless deer hunting opportunities about the same as in 2009
C) --- 4-buck limit with decreased antlerless deer hunting opportunities
D) --- I don't care whether the buck limit is 2, 3, or 4. ----------- (Just don't make it only 1 or more than 4.)

What you are talking about is often called an "informed survey." These are used to test all sorts of suppositions. In essence, a survey designer may want to know if peoples' opinions on a certain topic will change if more background about the question is asked, or they may want to know if opinions will change if the "result" of an option is described. So they survey one group without the extra information and another group with the extra information, and check to see if their are statistical differences in the answers given between the informed and uninformed surveys.
These are used quite frequently, depending on the information those commissioning the survey want to gather.

That would be a waste of money. Sample surveying is time-tested method of acquiring accurate information.

I think we should have a survey question as follows.
Since TN hunters have expressed an 80% satisfaction rate with hunting in Tennessee, How many would support a 1 buck limit on Wes Parrishes hunting lease?
