I rotate new ones in when the old ones are gone. If putting them out for the first time, now is as good as any.

I would get them started by late February, as March can be a high-use month.

I keep them out all year. A couple of weeks ago I went to look at mine to see if any tracks around them. On was tore up with tracks in the snow and the stump had freshly been chewed on. None of the others had a visit that day. I start getting alot of pictures around mine in March and increase up until Late August, then it slacks of pretty quick.
I would go ahead and get them out when you get your next chance.
