Apparently no one does. Not even the TWRA. I asked on that forum and got no response either.

They are a breed of baitfish. Very hard to find. Catching them is sorta like ginseng hunting. If you know what you are doing you can find/catch them, but if you don't, you wont. They only exist in certain streams. They hang near the top of the water and are extremely lively and dart around. You can tell when you are fishing them when a small mouth gets after them because your line darts really fast in the opposite direction and you can see the minnow on top of the water making a break for it.

we used to catch what we called "topwater minnows" in a small creek. They were few and far between but great for limblines if you could get them.

nah, sorry, no pic. imograss may be talking about the same thing. I just know what apparently only the locals call them. Not sure what the actual breed or scientific name is. They look kinda like sucker minnows, but stay on top of the water mostly and dart like the dickens. Like a sucker minnow on steroids. Go at night if you find a creek they live in and use a light and they will come right to you. Minnow seine or large dip net and your set. These are most definitely the best small mouth lure known to man though. Especially in winter. I'll be heading out about xmas if we get some 60 degree days floaten them babies off the points. That is of course, unless I find out they are no longer legal to transport to other bodies of water. \:\)
