I went to the dept. website but couldn't find any information on the trout stocking schedule. Anybody have or know where I can find that information?

If you are talking about the current winter stocking, then:

If you are talking about the 2009 spring and summer stocking, then is will be available when the 2009 fishing guide is available. Probably mid-February.

I wonder why none of those trout are going to East TN? Do they not stock the Clinch/Holston/SoHo/Paint Creek etc etc.. during winter?

most of the winter trout stocking is in waters that get too warm to support trout in the summer. most of these fish are expected to be harvested.

Ahh, thanks Stik. I know they stock the Clinch in the summer a lot so is that the only time they do? I know they put a bunch of big fish in around memorial day every year. Like a bunch of 15-20 inchers.
