Money trading hands must be done in presence of an officer or at a region office with 25-50% of sell price going back to TWRA. </p><p>If GW's check a blind and no cardholder present, then after the 3rd time of same non card holder being checked, receipt must be shown of blind being sold. </p><p></p><p>Kinda like making pot legal. People gonna do it regardless of law, why not tax it and let the funding benefit the agency.</p></blockquote><p></p>
