Old Johnson 20hp issue

I've got a 1970 20hp Johnson on a 1961 StarCraft Seafarer. Earlier in the summer it started having issues. It can be a little hard to start, but it does eventually start. Idles very rough..like it's loading up. If I can get it in gear and am able to give it a little more throttle, it perks up. Above idle, it runs great. After it's run for a few minutes, it gets a little better at idle, but not much. The rich/lean knob has no effect on it. I'm thinking it's that bushing in the idle circuit...the one the idle jet needle goes into. Going to order a carb kit and that bushing and see what happens. Can anyone suggest anything else? Or ever delt with this issue before? Also, I've read that the only difference in the 20 and 25 hp is the high speed jet. If true, I might as well change it while I'm in there. The exact model for motor is Johnson 20R70C. Any help would be appreciated. Thanks

I would say carb rebuild and she will be running good. If not clean your points. Check your coils.
