Can you explain this--boating

From the tn.gov site:

"If there is an adult on board (at least 18 years old, and if born after 1/1/89 possesses the certification) that can take immediate control of the vessel this certificate
is not required."

Does that mean my 14 year old can steer with me in the boat next to him without the certification? He and I are still going to take the exam together, but before we do, can he operate the boat with me in it? I am reading that he can if he is with someone over 18 who has taken the course he doesn't need one. I just miss the 1/1/89 by 13 years......

Yes, he can operate the boat under your direct supervision without the certification.

The supervising adult has to be at least 18 years old and either have the certification or be born before Jan. 1, 1989.
